In the afternoon hours of a Sunday in late October, the sound of gunshots broke the calm in a Southeast Washington, D.C. neighborhood. It was approximately 1:03 p.m. on October 30, 2022, when police received a call and were dispatched to the 3800 block of 9th Street, Southeast.
