In the Washington Highlands neighborhood of Southeast D.C., the afternoon of Thursday, May 9, 2019, was shattered by the sound of gunfire. On a residential street in the 800 block of Xenia Street SE, near the Ferebee Hope Recreation Center, a young man’s life was tragically cut short. Mark Steven Milline Jr., a 28-year-old male from Southeast Washington, was found on a sidewalk by police officers who were responding to reports of possible gunshots around 5:15 p.m. He had sustained multiple gun ...
