In the early morning hours of a summer day in Washington, D.C., the life of 25-year-old Judonne Stephens, a Black male, was tragically cut short. On Saturday, July 30, 2016, at approximately 2:28 a.m., gunshots echoed near the on-ramp of Southbound I-295 and Suitland Parkway, SE. When police arrived at the scene, they discovered Stephens and another man inside a vehicle, both suffering from gunshot wounds.
