In the early moments of a Tuesday morning, just after midnight on May 28, 2019, the sounds of gunshots shattered the quiet in the 2600 block of Birney Place in Southeast Washington, D.C. When police arrived, they discovered 36-year-old William Boykin on a sidewalk, suffering from multiple gunshot wounds. He was rushed to a local hospital but ultimately succumbed to his injuries.
