In the evening hours of September 12, 2019, a burst of gunfire shattered the quiet of a Southeast Washington, D.C. neighborhood. When officers from the Seventh District arrived at the 700 block of Brandywine Street, SE, just before 9 p.m., they discovered a grim scene.
