On a Thursday afternoon in Washington, D.C., 36-year-old Marcus Williams, a groundskeeper for the D.C. Housing Authority, was taking his lunch break in his vehicle. It was October 10, 2019, and he was parked in the 1200 block of I Street, Southeast, near the Potomac Gardens public housing complex where he worked.
