In the early evening of Saturday, February 15, 2020, violence shattered the quiet of a residential street in the Truxton Circle neighborhood of Washington, D.C. At approximately 5:59 p.m., police responded to reports of a shooting in the 100 block of N Street, Northwest. Upon their arrival, they discovered a man inside a car, suffering from a gunshot wound. Emergency medical services rushed the victim to a local hospital, but despite all life-saving efforts, he was pronounced dead.
The man was identified as 34-year-old Eugene Isaac, Jr.
The investigation into the death of Eugene Isaac, Jr., a male with no fixed address, quickly became a homicide case. Detectives from the Metropolitan Police Department's Homicide Branch began to piece together the events that led to the fatal shooting. Their work led to the identification of multiple suspects. About two months after the incident, on Friday, April 17, 2020, the Capital Area Regional Fugitive Task Force apprehended 36-year-old Lejeevan Toudle of Northeast, D.C. He was charged with first-degree murder while armed.
The investigation did not stop with the first arrest. Just a few days later, on Tuesday, April 21, 2020, authorities made a second arrest in connection with the murder. Members of the Major Violator's Section Fugitive Unit arrested 34-year-old Devon Stephens of Southeast, D.C. He faced the same charge as Toudle: first-degree murder while armed. A third suspect, Elton Wiggins, was also charged with first-degree murder.
As the case moved through the court system, there were significant developments. A judge eventually dismissed the case against Lejeevan Toudle, citing insufficient evidence to proceed to trial. Elton Wiggins, who was 55 years old at the time of his sentencing, pleaded down to a lesser charge of accessory after the fact to second-degree murder while armed. In February 2022, he was sentenced to seven years in prison for his role in the attempted robbery and subsequent death of Isaac. The case against Devon Stephens was still pending at that time. During Wiggins's sentencing, a family member of Isaac expressed their grief and frustration, highlighting that the tragic event had occurred in broad daylight just outside of a school.
