In the late hours of a Sunday winter evening in Washington, D.C., the life of 30-year-old Kenny Terry Bell was tragically cut short. On February 12, 2017, at approximately 10:27 p.m., the sound of 13 gunshots echoed in the 3800 block of 8th Street, Southeast.
