On the evening of October 9, 2020, in the 1600 block of W Street, Southeast, 28-year-old Yisa Jeffcoat was fatally shot. At approximately 9:56 p.m., officers from the Seventh District of the Metropolitan Police Department responded to reports of gunshots in the area. Upon arrival, they discovered Mr. Jeffcoat suffering from apparent gunshot wounds. D.C. Fire and Emergency Medical Services personnel transported him to a local hospital, where he was pronounced dead.
An autopsy later confirmed that he died from a gunshot wound to the chest.
The investigation into the shooting led to the arrest of 20-year-old Kevin Goggins of Southeast, D.C., on December 14, 2020. He was initially charged with first-degree murder while armed. Prosecutors stated that on the night of the incident, Goggins and two other individuals exited a vehicle and opened fire on a group of people gathered outside an apartment building, striking Jeffcoat. After the shooting, the assailants fled the scene in the waiting vehicle.
Court documents revealed that the shooting was believed to be in retaliation for the murder of Goggins' brother, Kelvin Goggins, in July 2020. It was alleged that there was a conflict between rival groups to which Goggins and Jeffcoat belonged. In February 2022, Kevin Goggins pleaded guilty to a lesser charge of voluntary manslaughter while armed. As part of a plea agreement, he was sentenced to eight years in prison in April 2022.
