In the early morning hours of Tuesday, November 15, 2022, a tragic series of events unfolded in the 2500 block of Southern Avenue, Southeast in Washington, D.C., leading to the death of 32-year-old Kelvin Blowe. A male resident of Lexington Park, Maryland, Blowe was driving two colleagues home after a late-night shift as a private security guard. Shortly before 5:30 a.m., as he slowed to make a turn, the driver of a stolen silver Lexus attempted to pass his blue Chevrolet Malibu on the left,
crossing the double yellow line and causing a collision.
Following the crash, Blowe reportedly approached the Lexus. An armed occupant of the stolen vehicle then emerged and shot him. Police who responded to the scene for a report of gunshots found Blowe suffering from a gunshot wound. D.C. Fire and Emergency Medical Services arrived but found no signs of life. A gun was recovered next to Blowe's body, though his family was unaware he possessed a weapon, and a detective reportedly told a family member that it had not been fired. The occupants of the Lexus fled the scene and have not been apprehended.
The death of Kelvin Blowe was not only a loss for his family, including a twin brother, but also for the broader Washington, D.C. community. A former Marine, Blowe had dedicated himself to criminal justice reform after his own incarceration. He had become a policy advocate for the DC Justice Lab, a social justice group, and had testified before the D.C. Council in support of a major overhaul of the city's criminal code. In a turn of tragic irony, the D.C. Council unanimously passed the bill he had championed just hours after he was killed. As of the immediate aftermath of the incident, police were investigating the case as a homicide, but no arrests had been made and no suspects had been publicly identified. The Metropolitan Police Department offered a reward for information leading to the arrest and conviction of the person or persons responsible.
