On a summer night in Lowell, Massachusetts, what began as a birthday celebration on August 12, 2006, quickly devolved into a scene of deadly violence. Samnang Oth, a 21-year-old male of Cambodian descent, had traveled from his home in Chelsea with the intention of only staying at the party on Royal Street for a couple of hours. Tragically, a promise to his family to return home would go unfulfilled.
That evening, tensions between two rival gangs, the Asian Boyz and the Bloods, erupted at
the multi-family house where the party was being held. A fight broke out, spilling outside where members of the Asian Boyz, who had been on the second floor, began throwing bottles and other items at the first-floor apartment where members of the Bloods were gathered. In the ensuing chaos, a 14-year-old associate of the Bloods, Billeoum Phan, fired a gun into the crowd.
A single bullet struck Samnang Oth in the chest, fatally puncturing his lung. In the backyard of the Royal Street home, he died in his brother's arms. The event marked the city's ninth homicide of the year, highlighting the persistent issue of gang violence within the community.
In the aftermath, Billeoum Phan was arrested and charged with murder. During the legal proceedings, his defense argued that he acted in self-defense, reacting to the escalating violence and the threat posed by the objects being thrown at the apartment. Ultimately, a jury rejected the murder charge, and Phan, then 16, was found guilty of voluntary manslaughter. He was sentenced to custody with the Department of Youth Services until the age of 21, to be followed by a suspended five-year state prison sentence and probation.
