On a Saturday afternoon, the life of 18-year-old Jackson Panyanouvong was tragically cut short. On October 26, 2019, in the Parkrose neighborhood of Northeast Portland, a report of shots fired brought police to the area of Northeast Wygant Street and 109th Avenue shortly after midday. There they found Panyanouvong suffering from a gunshot wound. He was rushed to a nearby hospital, but the young man ultimately succumbed to his injuries.
