On a Saturday afternoon, the life of 18-year-old Jackson Panyanouvong was tragically cut short. On October 26, 2019, in the Parkrose neighborhood of Northeast Portland, a report of shots fired brought police to the area of Northeast Wygant Street and 109th Avenue shortly after midday. There they found Panyanouvong suffering from a gunshot wound. He was rushed to a nearby hospital, but the young man ultimately succumbed to his injuries.
The Multnomah County Medical Examiner's Office later confirmed that he died from a gunshot wound and ruled his death a homicide.
For years, the case remained a painful open wound for his family and the community as investigators worked to piece together the events of that fatal afternoon. The Portland Police Bureau's homicide detectives, through what they described as persistent and dedicated work, were eventually able to identify a suspect in the shooting death of the male teenager.
In a significant breakthrough in March 2023, a grand jury indicted 24-year-old Abdikadir M. Osman for his alleged role in Panyanouvong's death. The indictment came while Osman was already incarcerated at the Multnomah County Jail, awaiting trial for a separate murder that occurred in 2020. The charges brought against him in connection with Panyanouvong's case were severe, including Murder in the First Degree, Murder in the Second Degree, Robbery in the First Degree, and Unlawful Use of a Weapon. The indictment marked a long-awaited step towards justice for Jackson Panyanouvong and his grieving family, who were notified of the development.
