In the crisp autumn air of October 18, 2022, a violent encounter in a department store parking lot in Portland, Oregon, irrevocably altered the course of several lives. That evening, in the 14700 block of Southeast Division Street, a man was shot and critically injured. The victim was 30-year-old Ian L.
