On the evening of August 2, 2017, a domestic dispute in an apartment on Carter Street in Institute, West Virginia, escalated into a fatal encounter. Jamale Waller, a 26-year-old Black / African American male, was drawn into the altercation. The heated argument, initially between a man and a woman, intensified to the point that another man intervened. This intervention led to both men drawing firearms.
