In the winter of 2018, the life of Roderick Quincy Payne, a 43-year-old Black male, was tragically cut short in Bluefield, West Virginia. On the evening of January 3rd, police responded to a call on the 200 block of Poplar Street, where they discovered Payne suffering from a gunshot wound. He was quickly transported to a local hospital but succumbed to his injuries.
