On a crisp autumn evening in Hartford, Connecticut, on November 17, 2006, the life of 16-year-old Tray Emanuel Davis, a Black male, was tragically cut short. A junior at Bloomfield High School and a dedicated member of the J.R.O.T.C., he was standing outside his grandmother's home on Garden Street, enjoying the company of friends. The normalcy of the evening was shattered when a vehicle drove by and its occupants unleashed a hail of gunfire into the crowd.
Tray was struck in the head and chest and succumbed to his injuries shortly after being rushed to a local hospital. Two other young people, a 21-year-old man and a 13-year-old boy, were also wounded in the senseless act of violence but survived.
The investigation into the shooting revealed a case of mistaken identity with devastating consequences. Authorities determined that Tray and the other victims were innocent bystanders, not involved in any gang activity. The intended target was believed to be a rival gang member who was not present at the scene. The investigation led Hartford Police to identify 17-year-old Ackeem Riley as a suspect. On December 5, 2007, Riley, then 18, was arrested and charged with murder, attempted murder, and assault in connection with the shooting.
In March 2009, a jury found Ackeem Riley guilty of being an accessory to murder, conspiracy to commit murder, two counts of criminal attempt to commit murder, and two counts of being an accessory to assault in the first degree. He was subsequently sentenced to 100 years in prison. However, the legal journey did not end there. Following a 2015 Connecticut Supreme Court ruling that mandated different sentencing considerations for juveniles, Riley's original sentence was overturned. In November 2016, taking into account his age at the time of the crime, Ackeem Riley was resentenced to 70 years in prison for the murder of Tray Davis and the wounding of two others.
