In the early hours of New Year's Day 2017, the life of 28-year-old Luz Rosado was tragically cut short in Hartford, Connecticut. The incident unfolded at approximately 3:47 a.m. in the area of Park Street and Broad Street, a neighborhood known as Frog Hollow.
