In the early evening of March 28, 2017, a burst of violence shattered the routine of a Hartford, Connecticut neighborhood, leaving a young man dead and a community shaken. Oscar Salgado, a 29-year-old White/Caucasian male, was fatally shot in the head in the parking lot of a Dunkin' Donuts on Washington Street.
