In the early morning hours of August 20, 2019, the quiet of a Pine Bluff, Arkansas neighborhood was shattered by the sound of gunshots. Responding to the initial reports, officers from the Pine Bluff Police Department were dispatched to a residence on West Hepburn Street. About an hour after the first call, they were sent back to the same address for a welfare check, prompted by a roommate who had managed to escape the home through a window before alerting the authorities.
