In the late hours of a Friday night in Pine Bluff, Arkansas, the life of Steven Ray Carter, a 51-year-old Black/African American man, was tragically cut short. On August 14, 2020, police responded to a call at a residence on the 4300 block of Burnett Street. Inside the home, they discovered Carter, who had sustained fatal gunshot wounds.
