In the late morning chill of a Tucson, Arizona day, a distressing scene unfolded that would ultimately lead to the tragic death of James Anthony Fraccaro. On November 23, 2024, just after 8:30 a.m., police were called to the 2600 block of East 22nd Street for a report of disorderly conduct. Upon their arrival, they discovered a male in distress.
