On a summer evening in Memphis, Tennessee, the life of 25-year-old Javeon Bowden, a Black/African American male, was tragically cut short. On July 20, 2023, what began as a road rage incident escalated into fatal violence. Bowden was in a Toyota Corolla with two other people when a passenger in a Nissan Altima opened fire. Struck by the gunfire, Bowden was rushed to Methodist South Hospital, where he ultimately succumbed to his injuries.
The investigation into Bowden's death led Memphis
Police to identify Rozell Hughes, 25, as the suspected shooter. License plate readers were instrumental in tracking down the Nissan Altima involved in the incident, which in turn led investigators to Hughes. Just four days after the fatal shooting, on July 24, 2023, a warrant was issued for Hughes's arrest on charges of first-degree murder and two counts of attempted murder.
For several months, Hughes remained at large. The search for him involved multiple law enforcement agencies, including the U.S. Marshals Two Rivers Violent Fugitive Task Force. A crucial breakthrough in the case came from an anonymous tip to CrimeStoppers. On October 11, 2023, acting on this information, members of the Memphis Police Department's Fugitive Squad and U.S. Marshals located Hughes at a residence on South Third Street. He was taken into custody without incident, bringing a significant development in the quest for justice for Javeon Bowden.
