On a Tuesday afternoon in Philadelphia, what started as an ordinary day ended in a tragic loss of life. In the Tioga-Nicetown section of the city, on February 13, 2024, police were called to the 3600 block of North 17th Street just before 3:50 p.m. for a report of a person with a gun.
