Jeffrey Carter, a 65-year-old man from Philadelphia, PA, was tragically killed on October 18, 2021. He was an innocent bystander who was simply driving through an intersection near Abraham Lincoln High School when he was shot and killed in a double shooting incident. The shooting occurred around 2:45 p.m., just as the school was letting out for the day. Carter had just dropped off a dress for his granddaughter's upcoming dance before heading home, but he never made it there.
