Jeffrey Carter, a 65-year-old White/Caucasian male from Philadelphia, was killed on October 18, 2021, in the Mayfair section of Northeast Philadelphia, near Abraham Lincoln High School. The afternoon had turned chaotic just as students were leaving school. Around 2:48 to 3:00 p.m., gunfire broke out near Rowland and Ryan avenues, outside a pizza shop close to the school. Carter was not involved in the dispute; he was driving through the area in his SUV when a stray bullet struck him in the head.
