In the daylight hours of a January afternoon in Brooklyn, a life was abruptly cut short by gunfire. Billy Jean Hippolyte, a 40-year-old man, was walking near the intersection of East 83rd Street and Flatlands Avenue in the Canarsie neighborhood on January 17, 2023, when an assailant opened fire.
