In the late hours of a Thursday evening in Herndon, Virginia, a dispute between two longtime friends tragically escalated, leaving one man dead and another facing murder charges. On July 6, 2023, 37-year-old Robert “Rob” Fisher of Chantilly was shot and killed in a parking garage in the McNair neighborhood. The man accused of ending his life was his 40-year-old associate, Major Feheem Stokes of Herndon.
The two men, who had known each other for years, reportedly became embroiled in a heated argument that shattered the quiet of the evening.
The fatal encounter unfolded on the top floor of a parking garage on Launders Street. In the midst of their disagreement, Stokes allegedly brandished a firearm and shot Fisher, inflicting wounds to his upper body. The first to raise the alarm was Fisher's own daughter, who was nearby and heard the gunshots. In a state of fear, she dialed 911, reporting that her father had been shot and was bleeding profusely. Shortly thereafter, in a surprising turn of events, Stokes himself contacted the authorities and admitted his involvement in the shooting.
When Fairfax County police officers arrived at the scene, they found Fisher grievously wounded. Despite their attempts at first aid, his injuries proved to be fatal, and he was pronounced dead at the scene by Fairfax County Fire and Rescue personnel. While the initial responding officers were securing the area and beginning their investigation, other officers were able to locate Stokes at a nearby townhome on Coppermine Road, where he was taken into custody without incident.
Following his arrest, Major Feheem Stokes was charged with second-degree murder and the use of a firearm in the commission of a felony. He was subsequently held at the Adult Detention Center without bond. While Stokes had a prior criminal history in Fairfax County, the motive for the argument that led to the death of his friend remained under investigation. The weapon used in the shooting was not immediately recovered at the scene. Initial court proceedings were scheduled for the following months.
