In the quiet outskirts of Tulsa, Oklahoma, a grim discovery was made on the evening of January 5, 2023, in the community of Turley. The body of 52-year-old Harry Leroy McElfresh was found, along with that of 39-year-old Tiffany Dawn Culkins, in a shed situated behind a mobile home on a property owned by McElfresh. Both victims had suffered what appeared to be gunshot wounds to the back of their heads, and their hands were bound behind their backs with duct tape.
The Tulsa County Sheriff's Office immediately began investigating the deaths as a double homicide, describing the scene as one of 'traumatic deaths.'
The property where the two were found was owned by McElfresh, and he had been leasing a mobile home on the land to Culkins and her family. The discovery was made around 9 p.m. when Culkins' daughter went to the shed and found her mother and McElfresh lying on the ground, bleeding from their heads. She alerted her father, who then called 911. Investigators noted the presence of a significant amount of methamphetamine and money within the shed where the bodies were located.
The investigation quickly led to a suspect, Roger Jackson Jr., who also went by the name 'C-Note.' Court documents revealed that Jackson and Tiffany Culkins had a relationship that began while her husband was in prison. Her husband told investigators that Tiffany had a falling out with 'C-Note' over a dispute involving bad drugs. On the evening of the murders, Tiffany had told her husband that 'C-Note' was coming over to pay her back for something from a long time ago.
Phone records became a crucial piece of evidence, showing that Jackson had called Tiffany multiple times on the day before and the day of her death. Detectives were able to use cell phone data to place Jackson in close proximity to the crime scene between 8:35 p.m. and 8:50 p.m. on the night of the murders. Following the investigation, Roger Jackson Jr. was taken into custody and charged with two counts of first-degree murder in connection with the deaths of Harry Leroy McElfresh and Tiffany Dawn Culkins.
