On a tragic Sunday afternoon, the life of 18-year-old Hispanic/Latino male, Kevin Rodriguez Arcinas of Auburn, Washington, was cut short. The fatal incident, which unfolded on September 22, 2024, began as a domestic dispute at the Park View Apartments on W Casino Road in Everett. In a sudden escalation of violence, Rodriguez Arcinas was shot and killed.

The altercation also left a woman with non-life-threatening gunshot wounds, quickly turning a personal conflict into a public tragedy. The man identified as the shooter was 18-year-old Elicio Paco Sanorico Bocanegra. Immediately following the shooting, which occurred at approximately 1:05 p.m., Bocanegra fled the scene in a vehicle, sparking a police pursuit.

Everett Police Department officers engaged in a brief chase with Bocanegra, which transitioned onto northbound Interstate 5. The pursuit came to an abrupt end when Bocanegra crashed his vehicle just north of Highway 526. As officers approached the wreck, they heard a gunshot from inside the car. They soon discovered Bocanegra deceased from what appeared to be a self-inflicted gunshot wound.

The Snohomish County Medical Examiner's Office later confirmed the grim details, ruling Kevin Rodriguez Arcinas's death a homicide and Elicio Paco Sanorico Bocanegra's death a suicide. The violent end to the police chase caused significant traffic disruptions as northbound I-5 was closed for several hours. In the aftermath, authorities stated they were not seeking any other suspects in connection with the deadly shooting.
