In a business parking lot in North Las Vegas, the life of a promising 16-year-old Black/African American male, Devon Penn, was tragically cut short on the afternoon of February 29, 2024. A student-athlete at Arbor View High School, Penn was known for his talents on both the football field and the track. The shooting occurred around 3 p.m. in the 5900 block of Losee Road, where responding officers found the teenager with a gunshot wound.
