A man, later identified as Justin Roberts, had been involved in a series of road rage incidents and was engaged in a heated argument with a woman in the shopping center's parking lot. Corporal Kelly, who was on a traffic assignment, responded to the call as other patrol officers were occupied. As he and another officer arrived, Roberts opened fire from his vehicle, striking Corporal Kelly multiple times.
The aftermath of the shooting was a desperate fight for survival for Corporal Kelly, who was transported to a local hospital in critical condition. For 22 days, he battled his injuries, with the community rallying around him and his family, holding blood drives and fundraisers in a massive show of support.
