On October 1, 2023, Stephen Rozelle Hale, a 32-year-old man, was fatally shot outside an apartment complex in the 10100 block of John Marshall Drive on the east side of Indianapolis. The incident occurred in the morning, with Indianapolis Metropolitan Police Department (IMPD) East District officers responding to a report of a person shot. Upon arrival, they found Hale with gunshot injuries in the parking lot of the apartment complex, specifically near a van where he was lying on the ground.
