In the late hours of a Saturday in Washington, D.C., the life of Morgan Francis, a 56-year-old Black male, was tragically cut short. On January 21, 2023, at approximately 10:41 p.m., members of the Seventh District of the Metropolitan Police Department were dispatched to the 4700 block of 1st Street SW following a report of a shooting.
