On a Thursday afternoon, the promise of a coming spring was shattered by the sound of gunfire in the 1800 block of Frederick Douglass Place, SE. It was February 23, 2023, at approximately 4:23 pm when officers from the Seventh District responded to a report of a shooting. Upon their arrival, they discovered a young man suffering from apparent gunshot wounds. The victim was identified as 23-year-old Stefon Sampson of Southeast, DC.
