In the late afternoon of Sunday, August 6, 2023, a burst of gunfire shattered the peace in the 100 block of Wilmington Place, Southeast, in Washington, D.C. When police arrived at the scene around 3:46 p.m., they discovered two men who had been shot. One of the victims, a 32-year-old male named Kevin James of Southeast, D.C., showed no signs of life.

Emergency medical personnel who responded to the scene confirmed that James had succumbed to his injuries. The second victim was transported ...
