In the late morning of a Thursday in Washington, D.C., the life of 37-year-old Joshua Starr was abruptly ended. On October 5, 2023, at approximately 11:54 a.m., the sound of gunshots echoed through the 2600 block of Douglas Road in the Southeast quadrant of the city. Responding to the reports, officers from the Seventh District of the Metropolitan Police Department arrived to a grim scene.
