In the late morning of a Thursday in Washington, D.C., the life of 37-year-old Joshua Starr was abruptly ended. On October 5, 2023, at approximately 11:54 a.m., the sound of gunshots echoed through the 2600 block of Douglas Road in the Southeast quadrant of the city.
