On a Monday morning in Washington, D.C., the sounds of gunshots shattered the peace of the 400 block of Ridge Road, Southeast. When officers from the Sixth District arrived at the scene around 11:21 a.m. on November 13, 2023, they discovered a man suffering from gunshot wounds. The male victim was 52-year-old Marcus Little, a resident of Southeast, D.C.
Despite the efforts of first responders, he was pronounced dead at the scene, leaving a community to grapple with the sudden and violent loss.
Marcus Little was a beloved son, brother, and friend. Born in Washington, D.C., he was a graduate of H.D. Woodson High School and went on to earn a Bachelor of Science in Business Finance from The George Washington University and a Master of Science in Real Estate from Johns Hopkins University. He had a successful career, working at Fannie Mae, the U.S. General Services Administration, and the Federal Emergency Management Agency. Beyond his professional life, he was a real estate investor who provided affordable housing to veterans and disadvantaged families. Those who knew him remembered his genuine heart, giving spirit, and contagious laughter.
The investigation into his death led by the Metropolitan Police Department's Homicide Branch moved forward, and a suspect was identified. On Wednesday, December 18, 2024, members of the MPD's Fugitive Unit arrested 42-year-old Rico Parker of Southeast, D.C., in connection with the fatal shooting. Parker was subsequently charged with First Degree Murder While Armed. The arrest brought a measure of progress in a case that had deeply affected the community, though the judicial process was just beginning.
In the time following the arrest, the legal proceedings against Rico Parker commenced. He has since been indicted on charges of first-degree murder premeditated while armed, possession of a firearm during a crime of violence, and unlawful possession of a firearm with a prior conviction. Parker has pleaded not guilty to the charges. The case continues to move through the court system, with future proceedings scheduled to determine the resolution of the accusations against him.
