On a summer morning in Washington, D.C., Victor Noel Williams, a 37-year-old male, was walking his two puppies along the Anacostia Riverwalk Trail. It was Wednesday, July 26, 2017, at approximately 8:36 a.m., when the popular path became a crime scene. Williams was fatally shot in what appeared to be a random and senseless act of violence. The incident, which occurred just south of the 3300 block of East Capitol Street, SE, left the community in shock.
