On a summer morning in Washington, D.C., Victor Noel Williams, a 37-year-old male, was walking his two puppies along the Anacostia Riverwalk Trail. It was Wednesday, July 26, 2017, at approximately 8:36 a.m., when the popular path became a crime scene. Williams was fatally shot in what appeared to be a random and senseless act of violence. The incident, which occurred just south of the 3300 block of East Capitol Street, SE, left the community in shock.
According to police, Williams was
shot once in the back and then again in the head as he lay on the walkway. One of his puppies was also found shot and killed at the scene, while the other was discovered unharmed in the nearby trees. The shooter fled the area on a red Nishiki bicycle after stealing Williams's iPhone. Witnesses described seeing a man raise his arm at Williams before hearing gunshots and seeing him fall to the ground.
The investigation into the death of Victor Noel Williams led to an arrest on August 17, 2017. The suspect was identified as Wandell Roy, a 41-year-old from Northeast D.C. An arrest affidavit suggested that the shooting may have been a targeted killing, possibly stemming from a family dispute involving a member of the victim's stepfamily, though the investigation revealed no direct connection between Williams and Roy. Roy was charged with first-degree murder while armed.
In November 2017, Wandell Roy pleaded guilty to second-degree murder. Subsequently, in February 2018, he was sentenced to 27 years in prison for the murder of Victor Williams. At his sentencing, Williams's wife shared that she had to bury her husband the day before their second anniversary, underscoring the profound and lasting impact of this tragic event on his family. Roy, through his attorney, expressed remorse for the 'senseless act of violence,' while also claiming he was under the influence of PCP at the time of the shooting, a claim the judge did not accept as an explanation for the homicide.
