Billie Joe Parker, a 52-year-old White/Caucasian male from Spencer, West Virginia, died on August 7, 2023, after a violent confrontation at the Carleton Court Apartments in Cross Lanes, near Charleston. What began as a father’s concern for his daughter turned into a fatal shooting tied to a domestic dispute that had already drawn law enforcement attention earlier that day.
According to reports from the Kanawha County Sheriff’s Office, Parker’s daughter had been involved in a domestic incident with her live-in boyfriend, Alexander James Hall, at the apartment complex. Deputies had responded to the situation and were reportedly in the process of obtaining or serving a warrant related to the earlier domestic battery matter. By the time Parker arrived at the residence to check on his daughter, she was no longer there, but Hall was still present.
The encounter quickly escalated.
Authorities said Parker became involved in an argument or fight with Hall after arriving at the apartment. During that confrontation, Hall allegedly pulled out a gun and shot Parker twice. Parker was taken for medical treatment, but he did not survive his injuries. His death turned a domestic disturbance into a homicide investigation and left his family facing the loss of a father who had gone to the apartment out of concern for his child.
Investigators identified Alexander James Hall, of Cross Lanes, as the suspect. A warrant was issued in Kanawha County charging him with first-degree murder in connection with Parker’s death. Reports also noted that Hall had initially been tied to the earlier domestic battery allegation involving Parker’s daughter, and that the fatal shooting occurred before deputies were able to resolve that prior incident.
The criminal case later moved through Kanawha County Circuit Court. Hall was originally facing the more serious murder charge, but in August 2024 he pleaded guilty to voluntary manslaughter in connection with Parker’s death.
