On a summer day in 2023, a father's concern for his daughter's well-being led to a tragic and fatal confrontation. Billie Joe Parker, a 52-year-old White / Caucasian male from Spencer, West Virginia, was shot and killed on August 7, 2023, at the Carleton Court Apartments in Cross Lanes, a community near Charleston.
