In the pre-dawn hours of March 21, 2021, the streets near 16th Street and McDowell Road in Phoenix were disrupted by the sound of gunfire. Witnesses reported seeing a vehicle drive by the area and fire shots, striking a man who was attempting to run away. When Phoenix police officers arrived at the scene shortly before 3 a.m., they discovered Victor Brooks, a 20-year-old male, lying in the roadway with gunshot wounds.
Despite the immediate response and medical attention from Phoenix firefighters, he was pronounced dead at the scene.
The incident was investigated as a homicide, and the vehicle involved in the drive-by shooting was believed to have fled the area. The investigation into Victor Brooks's death led authorities to a suspect. The case progressed with the arrest of 20-year-old Devon Alston in connection with the fatal shooting.
During Alston's arrest, detectives discovered several handguns and some illegal drugs in his possession. Following the arrest, the Phoenix Police Department continued to urge anyone with information about the shooting to come forward and contact either the police directly or the Silent Witness program.
