In the pre-dawn hours of March 21, 2021, the streets near 16th Street and McDowell Road in Phoenix were disrupted by the sound of gunfire. Witnesses reported seeing a vehicle drive by the area and fire shots, striking a man who was attempting to run away. When Phoenix police officers arrived at the scene shortly before 3 a.m., they discovered Victor Brooks, a 20-year-old male, lying in the roadway with gunshot wounds.
