In the early morning hours of October 15, 1994, the sounds of gunshots shattered the predawn quiet at the intersection of Riggs Road and Oglethorpe Street in Northeast Washington, D.C. When police arrived at the scene around 12:49 a.m., they discovered a man suffering from a gunshot wound. The victim, identified as 29-year-old Kevin Spencer Proctor, was rushed to a local hospital, but his injuries proved fatal, and he was pronounced dead.
