On a Tuesday afternoon in Tucson, Arizona, a promising new beginning for 23-year-old Andres Guillermo Franco turned into a tragic end. He was in the parking lot of an apartment complex on East 29th Street, about to head to a new job, while his girlfriend and their two young daughters, aged eight months and 23 months, waited for him in the car. The day took a horrifying turn when a teenager appeared and opened fire.
