Charles Booker, a 29-year-old African-American man from Washington, D.C., stepped into the first minutes of Sunday, July 21, 2002, on the 4300 block of Varnum Place NE, a Northeast street that would soon be marked by police tape and flashing lights. A little after 12:10 a.m., the quiet of the block was broken by gunfire.
