On an early autumn day in 1986, the quiet of a rural crossroads in Dover, Delaware, was shattered by a grim discovery. In the middle of Rose Dale Lane, near Pearson's Corner Road, the body of 23-year-old Lonnie Hill, a Black male, was found on Wednesday, October 1, 1986.
