Dariberto Velazquez Mendez, 32, a Black male, was found dead inside a vehicle on the morning of January 8, 2017, in Wilmington, Delaware. Officers were called around 8:45 a.m. to the 200 block of Porter Street, where they discovered him in a parked car with obvious injuries; he was pronounced dead at the scene.
