In the quiet, early morning hours of September 28, 2017, the life of Albert K. Hazzard, a 33-year-old Black / African American male, was tragically cut short in Wilmington, Delaware. Police were dispatched to the Brandywine Hills Apartments complex on Miller Road just after midnight, responding to a report about an idling vehicle in the parking lot.
