In the late evening hours of Friday, October 22, 2004, Ricky Darnell Dobbins, a 37-year-old male, was in front of a residence at 449 Lamont Street, NW in Washington, D.C. At approximately 10:30 p.m., the night was shattered by the sound of gunfire. When the chaos subsided, Dobbins was found suffering from gunshot wounds.
