On August 11, 1995, 17-year-old Jamel L. Collins was fatally shot in Providence, Rhode Island. Earlier that day, Collins had picked up his acquaintance, Joel Brown, in a borrowed Jeep. While driving, they encountered Tremayne Clifton, with whom Collins had a recent altercation over drug-dealing activities. Clifton joined them, sitting in the back seat behind Collins.
