Stephen Francis “Steve” Skaj, a 58-year-old white male from Casper, Wyoming, built his life in the same city where he was born on May 14, 1965. Growing up as one of nine children, he attended St. Anthony's School and Dean Morgan before graduating from Natrona County High School in 1983. As an adult he worked for a series of local employers—including the City of Casper, BNSF Railroad, Rissler McMurray, Crown Energy, Key Energy and, most recently, CMI-TECO—earning a reputation as a
steady, hard worker. Friends and family remembered his deep love of motor sports, restoring classic trucks and spending time around engines, whether at mud bogs, the local speedway or car shows. He met his future wife, Shari, in 1998, and the couple married in 2000. Those who knew him in the Dempsey Acres area described a neighbor who was always busy, quick with humor, and ready to lend a hand or a listening ear.
On Friday, August 25, 2023, that familiar routine was shattered. In the late afternoon, around 5 p.m., Skaj became involved in a physical altercation with 33-year-old Casper resident Ryan Andrew Rosty in the 4700 block of Boles Road, an area in Natrona County just outside Casper. According to information later released by the Natrona County Sheriff's Office, the confrontation was more than a brief exchange; it escalated into a fight that drew enough attention for at least one eyewitness to observe what followed.
Investigators reported that after the two men fought, Skaj turned and began to walk away from Rosty. At that point, based on the witness account and the physical evidence, Rosty produced a firearm and shot Skaj, then immediately turned the weapon on himself. Deputies and emergency personnel responded to the scene on Boles Road, but both men were beyond help and were pronounced dead. The description from law enforcement emphasized that the eyewitness's version of events matched what investigators found at the scene, reinforcing their understanding of the sequence in which the shooting unfolded.
Within days, the Natrona County Coroner's Office publicly identified the deceased as Stephen Francis Skaj and Ryan Andrew Rosty, both residents of Natrona County, and described the case as a homicide–suicide occurring on August 25, 2023, on Boles Road. Local media, citing law enforcement and coroner information, likewise referred to Skaj as the victim and Rosty as the suspect in an apparent murder-suicide. Because the man identified as the shooter died from a self-inflicted gunshot wound at the scene, there was no arrest, no filing of criminal charges and no trial or conviction connected to the killing; authorities have not indicated that any additional suspects were involved, and the case has been treated as a closed homicide–suicide rather than an open homicide investigation.
In the weeks that followed, Skaj's family and friends gathered for a memorial Mass in Casper, honoring a man who had spent his entire life in the community and whose days were filled with work, engines, and easy conversation. Obituary notices and memorial postings focused less on the violent circumstances of his death and more on the neighbor who never met a stranger, the husband who liked to joke that “his tractor was sexy,” and the presence he had at local tracks and car shows. In the public record, his story ends on a quiet road west of Casper in an instant of senseless violence, but in the memories of those around him, he remains the busy, good-natured mechanic and neighbor whose life was cut short on that August afternoon.
