Victor King, a 21-year-old from Mandan, North Dakota, was fatally shot in Bismarck in the early morning hours of September 23, 2023. The incident occurred outside the Elbow Room Bar in downtown Bismarck around 12:30 AM.

Another man, 35-year-old Jesus Vera-Leon of Bismarck, was also killed in the shooting. Police reported that the two men were involved in an exchange of gunfire. Two officers were in the area and heard the shots, responding immediately to the scene.
