In the early morning hours of September 23, 2023, a burst of gunfire shattered the weekend quiet in downtown Bismarck, North Dakota, leaving two men dead, one of whom was 35-year-old Jesus Vera-Leon. The fatal encounter unfolded around 12:30 a.m. in the parking lot of the Elbow Room bar, a local establishment.
